Children's and families support services (CAFSS)

The Childrens and Family Support Services (CAFSS) framework has been developed by Telford & Wrekin Council in conjunction with all of the West Midlands Local Authorities/Trusts.

We have used intelligence gathered from commissioning and social care colleagues to develop CAFSS to meet the growing needs arising across the areas of children in need, child protection, children in care and care leavers.

The CAFSS framework provides a go to list of providers and their services across twenty specialisms which Childrens services practitioners can draw from, giving local authorities the greatest possible spread of professional therapeutic practitioners and services available to commission to work with children and the families of children. The framework offers a much larger opportunity for providers small or large.

  • Therapy (25 categories of specialisms).
  • Psychological Assessment Specification.
  • Parent and Child Community and Residential Assessment.
  • Family Group Conference.
  • Speech and Language Therapy.
  • Special Guardianship Order.
  • Return Home Interviews.
  • Positive Behaviour Support.
  • Positive Activities.
  • Parent and Child Assessment.
  • Mediation and SEND Mediation.
  • Secure Transport.
  • Occupational Therapy.
  • Independent Service.
  • Form F and Form C.
  • Parental Advocacy.
  • Mentoring.
  • Supervised Contact.

Watch our video to see the overall opportunity:

If you’re a legally constituted business or sole trader who specialises in service delivery within any of the 20 Lots you are welcome to apply to join the framework to potentially offer your service to local authorities across the entire West Midlands.

Each Lot will have an individual specification and set of standards that your organisation must meet. These will be specific to the service area and regulating bodies. You must be a safe provider and your policies and insurance up to date. To ensure that each provider is safe and compliant and to ensure overall quality on the framework is very high, each application must go through the evaluation process.

Benefits of being on the framework:

  • You will become an approved provider on the framework for your specialism
  • You will be available to all 14 of the West Midlands local authorities
  • You choose what opportunities you want to bid for and where
  • Speeds up the process meaning that you can start delivering sooner
  • The child gets the support that they need quicker
  • Discoverable to local authorities that you may not have worked with previously
  • Contributing to the future shape and direction of that specialism in the West Midlands through our engagement groups
