Personal Licence

A Personal Licence is required for individuals who may be engaged in making and authorising the sale or supply of alcohol. Not every person selling alcohol at premises licensed for that purpose will need a personal licence, but every sale of alcohol must be authorised by a personal licence holder. The only exceptions are for community premises in respect of which a successful application has been made to disapply the usual mandatory conditions, and premises which hold a club premises certificate which are exempt from the need for a person to hold a personal licence.

Change of Name or Address
Once your licence is issued, there is a requirement by law to notify the Licensing Authority if your name and/or address changes. Please write to the Licensing Service, Telford & Wrekin Council, Darby House, Lawn Central, Telford TF3 4JA with your change of details and enclose your licence and a cheque for £10.50 made payable to Telford & Wrekin Council. Alternatively payment can be made by debit/credit card by telephoning 01952 381818. If you do not still have your personal licence, please give the reason why in your written notification.

Please note: that it's an offence under section 127 of the Licensing Act 2003 to fail to notify of a change of name or address. Visit the legislation website for more information about the Licensing Act 2003.

Lost Card
Once your licence is issued, there is a requirement by law to notify the Licensing Authority if you lose your licence or card. Please email licensing@telford.gov.uk to inform us that you have lost your card and or licence. The cost of a replacement card is £10.50 and payment can be made by debit/credit card by telephoning 01952 381818.

There is no requirement to renew your licence.

What we will do with your Personal Information
Telford & Wrekin Council’s Licensing Service is collecting your personal information for the purpose of meeting the statutory requirement of the Licensing Act 2003.

Telford & Wrekin Council will not share any of your personal data collected with external organisations unless required to do so by law when your data may be shared with other regulatory bodies.

This Authority is under a duty to protect the public funds it administers, and to this end may use the information you have provided on this form for the prevention and detection of fraud.

It may also share this information with other bodies responsible for auditing or administering public funds for these purposes.

If you wish to apply for a new personal licence you must complete the online application form.

Applications must be submitted on the prescribed form with the Disclosure of convictions declaration and be accompanied by the following:

 The prescribed fee of £37.

An application, made by a person who does not have the right to work in the UK, will be rejected. If the application is complete, the applicant has a right to work in the UK and the applicant has no relevant convictions, the personal licence must be granted. If the applicant has a conviction for a relevant offence, the Licensing Service will consult with the Chief Officer of Police. If no objection is received, the personal licence will be granted. If an objection is received, the matter will be considered by the Licensing Sub-Committee.

Will tacit consent apply?

No. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact the council.

Target completion period

Applications would normally be determined within 28 days of receipt of all the information necessary to determine the application.
