As a council, our vision is to protect, care and invest to create a better borough. In order to do that, it is important that we need to ensure that we have sufficient budget to provide services to our residents.

As part of the planned and developing programme of savings we are running a time limited voluntary redundancy opportunity, for anyone directly employed by Telford & Wrekin Council on a full or part time contract.

At this point the council is not targeting a specific number of post reductions. The scheme has been discussed and agreed with trade union representatives.

The scheme does not apply to school employees, but is open to centrally employed individuals on teachers’ conditions.

There is no guarantee that a wider voluntary redundancy scheme will be repeated or offered in the future.

The Voluntary Redundancy Scheme is now closed to new applications.

What are the timescales?

 

Friday 10 November 2023
(closing date)

 Applications to apply for voluntary redundancy closed at 12noon.

From week commencing
13 November 2023

Applications will be reviewed and final decisions agreed by SMT.

From week commencing
27 November 2023

 Trade unions will be informed of the outcomes.

From week commencing
4 December 2023 (or earlier if possible) 

Employees will be issued with notice of decision letters.

Important information for employees using the Local Government Pension Scheme VR calculator

Members of or employees eligible to join the Local Government Pension Scheme will find two tabs on the calculator (please use the correct tab):  

  • employees who work a full year, use the tab named "Calculator for 52.14 weeks"
     
  • employees who work less than 52.14 weeks per year, use the tab named "Calculator for less than 52.14 weeks" and only enter your part time gross annual salary and not the full time equivalent.

Pay award 2023

Your voluntary redundancy payment will be calculated based on your gross pay at the time of calculation. As employees will be aware, the pay award for 2023 is still pending. Should this be implemented before any termination date, voluntary redundancy payments will be re-calculated to account for this.

Years of austerity and increasing demand for services alongside inflationary increases such as rising energy costs and contractual inflation means that making ends meet has never been more difficult for us.

We’ve always taken a proactive approach to budget management which is why we are taking some additional measures now to reduce possible overspends in this financial year whilst also setting us on the right path financially for future years to come.

Lots of work has already been done across the council to identify ways to save money, including ideas on how we can work differently along with a review of our investment programme.

The voluntary redundancy scheme is open to all Telford & Wrekin Council employees on permanent or limited-term contracts, and centrally employed employees on teachers’ conditions. Employees on casual contracts are not eligible.

If you applied to the previous scheme in 2016, you are still able to apply now, but must complete a new application form.

School employees cannot apply, and neither can Telford & Wrekin Council employees with casual contracts. 

Employees who have already submitted their written resignation or who have received written notice cannot apply.

Employees with less than 2 years’ continuous local government service are not entitled to receive a VR payment.

No. If you have already submitted your written notice, or received written notice, you cannot apply for voluntary redundancy.

The VR payment you would be entitled to depends on several things, including your current pay, your age and your years in service.

Decisions will be based on making sure that we can still continue to deliver our core services and taking into account the financial impact any redundancies may have.

for employees who have any questions or who would like to collect or deliver a voluntary redundancy application form.

The deadline for applications for consideration for voluntary redundancy is 12noon on Friday 10 November 2023.

No. Approval will be subject to the retention of sufficient numbers of staff, with the necessary skills, to maintain effective core service levels, and our business needs. Decisions will also take into account the financial implications for the council.

VR is not confirmed until you receive a letter confirming this as it is subject to a ratification process.

Once the deadline has passed, the Senior Management Team will review and approve applications. Your director or manager will then be in touch to inform you of the outcome of your application and, if approved, discuss arrangements for your redundancy. This is likely to be week commencing 4 December, or sooner if possible.

Applications will be reviewed week commencing 13 November 2023, once the deadline has passed. Senior management team will then agree with final proposals and communicate the outcome to unions.

Employees who are successful in their application for voluntary redundancy will be informed, and notices of decision issued, week commencing 4 December 2023, or earlier if possible.

Those staff whose request for VR has been declined will also be informed at the same time.

There is no legal entitlement to voluntary redundancy and it will not be possible to approve all applications. There is no right of appeal if your application for voluntary redundancy is not successful.

You would be expected to work your contracted notice period, which varies depending on your role, and to take all outstanding leave and any time off in lieu. In some circumstances it may be possible to negotiate an earlier release date.
