A round-up of news, guidance and key updates for education settings.

The summer term is now well and truly under way and we are finding our feet when it comes to the ‘new normal’. It is positive that vaccinations continue to be rolled out at a good pace, this alongside the self-testing that is available and the emergence of the sun does give some light at the end of the tunnel.

The pandemic continues to impact our lives and the schooling of our young people and in order to best understand this, we are following on from previous pupil voice activity to get an authentic picture of how the experience was for them. I know children and young people will show as much enthusiasm as they have in the past for sharing their thoughts and experiences about lockdown. Participation will, of course, be anonymous, geared to specific age ranges and has been designed to be as inclusive as possible. It is so important to understand what this unprecedented period has been like for our young people, so that we can use that lived experience to inform positive developments and minimise the potential for long term impact. Please do ask your young people to complete the surveys that can be found in the noticeboard this week. We have surveys for primary and secondary aged pupils.

Over the coming weeks of the summer term, we are asking how we can adapt our own working practices to better support young people, particularly when it comes to the use of exclusions (permanent and fixed term). We want to do everything possible to reduce the need for schools to employ exclusions and to this end we plan to pilot some new approaches, which are briefly outlined for you below.

Key information about authorised absence is included, with the celebration of Eid Ul Fitr approaching, a key spiritual event for many of our young people and staff. We have also outlined some differences with the collection of school attendance data, due to Covid and an update regarding pupils abroad. Also included are the updated modified time-table protocol and referral form. Can we request that the new forms are used from now, as there is some additional information fields which are not present on the older forms. You can also find some information and updates on safeguarding; the upcoming school census; continuing professional development courses which are available and the music services.

This week has been especially busy, with disruptions caused by a large fire at the former waste recycling site, adjacent to the M54 in Ketley. We are working closely with the fire service to monitor this incident, which looks set to last for several more days. The weather seems to change from hour to hour and this has impacted on a number of our schools and settings. A further briefing regarding this matter is supplied below from the health and safety team.

Disruption from local fire: Update

As you are all aware there is a large scale fire that started on Monday 26th April in Telford that is being brought under control.

The situation is being monitored very closely and daily updates are being reviewed to monitor any local impact in the area.

The advice for schools is as follows;

Smoke

If you are experiencing smoke in your area please close all external windows and doors, keeping internal doors open where possible and stay indoors. Increase all other COVID controls.

Monitor the situation regularly as this the smoke plume can change regularly and if the smoke disperses please open windows and doors as previously to increase your ventilation in line with your Covid controls.

Odour

Continue to keep windows and doors open in line with your COVID risk assessment, unless the odour is directly affecting pupils and staff.

If you need to close external windows and doors, please keep the internal doors open to help the flow of air and monitor regularly.

Monitor the situation regularly as the odour is likely to disperse and you will be able to open external windows and doors for ventilation.

Opening and closing the windows intermittently will help manage the smell and the need for ventilation.

The odour is not harmful but some people have reported the smell can be very pungent and not pleasant but soon passes

Pupil views on the return from lockdown: We need your help!

upil views on the return from lockdown: We need your help!In the Autumn Term of 2020, Educational Psychologist Dr Jane Park and Live Scribe artist Hannah Williams of Scribble Inc. devised and delivered a collaborative project to enable the views, thoughts, feelings and experiences about the coronavirus pandemic of small groups of children and young people across Telford & Wrekin to be heard. Telford & Wrekin Educational Psychology Service (TAW EPS) would now like to seek pupil views more widely, and we need your help.

TAW EPS has co-created a brief survey along with Southend EPS and Nottingham City EPS asking all pupils across the Authority what Covid-19 has been like for them and what is helping pupils successfully return to school in March/April 2021.

We would appreciate the support of schools and families to enable all our children and young people to share their thoughts and experiences with us to help us understand what lockdown has been like for them. Nationally, there has been a lot of interest in the views that pupils have been sharing, and on Monday 1st February, EP colleagues from across the country were invited to a meeting at the National Institute of Clinical Excellence (NICE) to feed back on their own surveys. Hearing about pupil experiences is now helping NICE plan new guidelines to support children and young people’s social and emotional wellbeing. We would like all children and young people to know that sharing their thoughts and experiences will benefit many children and young people in Telford & Wrekin and beyond, and it will be an honour to be able to collate, analyse and share this information to inform positive developments for our children and so many others.

Sexual abuse in schools and colleges

Information from the Department for Education (DfE).

There has been an increasing level of interest in, and news coverage of, the distressing testimonials posted on the Everyone’s Invited website. Sexual abuse, sexual violence and sexual harassment in any form are abhorrent, and it is vital that reports of abuse are appropriately investigated and victims supported and protected.

You will now be aware that on 31 March 2021, the Secretary of State announced that he has asked Ofsted to undertake a thematic review into sexual abuse across state and independent schools and colleges. We encourage you to fully engage with the review if contacted.

The curriculum for Relationships, Sex and Health Education (RSHE) became mandatory from September 2020. Recently published is the schools coronavirus (COVID-19) operational guidance this clarified that schools may choose to focus this year’s RSHE teaching on the immediate needs of their pupils, such as being safe, and staying healthy, introducing a more comprehensive RSHE programme in September 2021.

The DfE always have, and will continue to, take these matters very seriously. The Everyone’s Invited campaign has rightly served to focus our minds on the need to continue to work together to protect children.

LFD testing regimes in education settings should continue regardless of C-19 vaccination

Just a reminder that C-19 vaccination does not affect LFD testing results. Please note that vaccination status does not change the advice regarding rapid testing in education settings, see below and the guidance for settings. LFD testing should continue as per the setting regime regardless of whether staff have received one or two vaccination doses.

Should someone who has been vaccinated take an LFD test?

Yes, we do not yet know whether vaccines prevent individuals transmitting the virus. If staff have been vaccinated, they should continue to follow the steps set out in this guidance. The vaccine does not interfere with the LFD or PCR tests.

Belonging intervention partnership- Pilot

The key question is; how can we, as a local authority, adapt our offer to support young people and schools to better meet their needs and therefore reduce the use of fixed term exclusions? We would like to develop a new approach to working with all schools and academies across the borough.

We plan to pilot new approaches through a pilot project with a small number of selected schools during the summer term. This will involve the Linden Centre, Student Engagement Programme and the Behaviour Support Advisory Team with an offer which is tailored to the needs of individual schools. The majority of the approaches will be focused in school but we will also trial mini breathing space short breaks, where this is agreed with parents. We know how busy schools are but we also recognise some of the challenges being faced given children have been out of education for some time. Schools will be invited to trial our approaches and we will be in contact within the next few days with those schools that have been selected.

In addition we will also trial an Exclusion Hotline for all to use over the Summer Term. This will be coordinated by the Behaviour Support Advisory Team. Any school that is considering a fixed term or permanent exclusion will be able to contact the Hotline to discuss approaches and strategies. Contact phone number to follow shortly.

We will feedback about our work in various forums over the summer term in order to consider our collective longer term strategy.

Reporting of end of Key Stage 2 teacher assessments - Summer 2021

This year, the DfE will not publish performance data at any key stage. Schools will, however, still be using end of key stage data to support pupils as they transition on into the next year of their learning.

In particular, end of KS2 data has an important role in supporting transition between phases. Although we know that many of our primary and secondary colleagues are in conversation about transition at the moment, we would like help facilitate the flow of information about end of Key Stage 2 assessment data, to ensure a smooth transition for all pupils into KS3 across the whole of the borough.

Working in partnership with schools, we have agreed a simple pro-forma that can be populated with individual pupil ‘teacher assessed end of key stage standards’ for Reading, Writing and Maths. These will be based entirely on teacher assessment judgements, collated from a variety of evidence and will be used solely to support the transition of pupils.

These will give an indication to secondary colleagues about which standard (WTS, EXS and GDS) each pupil is working at, and how secure they are within that standard. To support this, there are two bands for each standard, which will give Year 6 teachers the opportunity to flag up pupils who, although are generally working at a particular standard, may not yet be fully secure and would benefit from some additional support at the start of KS3.

We would also ask that, as well as pupil names, you include the UPN so that we are able to extract KS2 pupils by secondary school in order to make the data easier to collate and share. As well as WTS, EXS and GDS there is also a numerical option 7, for those pupils who would be working at the Pre Key Stage standard.

The timeline for data submission will be in line with the 2021 assessment window.

Authorised absence from school due to religious observance for Eid UL Fitr

The festival of Eid is on the first of the new Islamic month and this is decided on the moonsighting an evening before the Eid day. The Mosques in Telford have started the month of fasting on different days, so celebration dates will also vary from mosque to mosque.

The dates of Eid differ and this information is supplied by colleagues in the Multi-Cultural Development Team. Pupils are likely to be absent from school over a period of three days, though traditionally schools only authorise two days (authorised R code) it is ultimately the decision of individual Head teachers on how many days their school will authorise. As a guide, the dates that may fall into Eid are 12 May 2021, 13 May 2021 and 14 May 2021.

School attendance data - Spring term 2021

Schools have made so much effort to encourage all pupils to return and we are very grateful to you all. Overall attendance has been very impressive therefore it has been decided to request the data for those few weeks from when schools re-opened to all pupils until the end of the term so that we can capture this data to circulate to schools & inform you all of how the local data compares.

School attendance has been mandatory from 8 March 2021. We continue to be very grateful for all your efforts to encourage children to attend school.

We are aware that schools were concerned about ‘c’ coding vulnerable pupils who did not attend during the period of lockdown as this did not reflect a true overall picture of attendance across the school.

Therefore, it has been decided not to request and record the attendance data from 5 January 2021 to 4 March 2021 when school were not open to all pupils.

At the end of the Summer term we expect to revert to previous practice of requesting the attendance data for the full term.

An update about pupils abroad

Thank you to every school for their very quick response to my urgent request for details about pupils on roll who were abroad, responses were speedy which meant that we could respond to the DfE by the deadline given.

You may have seen from our urgent emails on Monday 19 April that we only had one day to collect the information about how many pupils were stuck abroad and still on your school roll. I was so very impressed with every school, attendance clerks, EWOs and school administration staff who responded. Thanks to this, as an LA we were able to respond to the DfE as requested, on time and I thought you may all find the information from our Borough interesting.

We are aware that several local schools had expressed concern that there were high numbers of pupils who were abroad for long periods of time, some with no return date arranged and still on school roll. This also appeared to be a National concern.

I can confirm from information collected on Monday 19 April 2021 that we have 39 pupils who went abroad before the 8 March 2021 and have not returned. More pupils have gone abroad since that date so the current number is even higher.

Many schools are concerned about keeping the child on roll. The decision lies with the Head teacher. However, if a return date is unknown, or the family went abroad without notifying the school it is advisable to write to the parents (email if family are already abroad) informing them of the date the child should return to school by or be at risk of losing their school place.

School places cannot be held indefinitely. AST are advising schools of appropriate action but also that each case needs to be considered individually before a decision is taken to remove the child from the school roll. The Pupil (Registration) Regulations (England) 2006 have to be adhered to in all cases to be able to delete a child’s name from the register.

Schools should also complete a CNRE/CME referral if a child has been absent for more than 10 consecutive school days. The referral form, and reasons for deltion from the register by reason are available for download.

Updated modified timetable protocol and referral form - April 2021

School attendance was mandatory from 8 March 2021. We continue to be very grateful for all your efforts to re-engage some of our more ‘reluctant’ pupils. We have seen a rise in Modified Time-tables (MTTs) since the schools returned on 8 March, mainly due to schools working with families to re-integrate pupils back into education following a very unsettling year for many.

We have been so impressed with the lengths schools have gone to in supporting their pupils, particularly those that are to considering withdrawing their child from school to elective home education (EHE).

From the beginning of the Summer term we expect to revert to previous practice of all MTTs signed by parents. No pupil should be on a MTT without full parental agreement and consent.

Examples of when a MTT is necessary.

Pupils who attend the school part time on a short term arrangement (e.g. due to Covid anxiety and the school are re-integrating the child back into full time provision
Pupils who access alternative education provision part time and do not attend school at all
Pupils who are unable to access full time schooling due to medical conditions

Pupils who access full time provision, e.g. School part time and Alternative provision part time do not need to be subject to a MTT.

Pupils who are not accessing a full time offer between school and Alternative Provision should be on a MTT.

Pupils who are re-integrating back into school where absence has been because of either their own or their parent’s Covid related anxiety should now be subject to a MTT.

Additional information is required for the pupil on the referral form. The LA have a statutory duty to record details of all pupils who do not access full time provision, these details and the associated data is monitored and regularly reviewed. The LA cross reference the details against the MTTs submitted. The LA will contact schools to request MTTs and will return incomplete or unsigned documentation from the beginning of the summer term.

Primary School Physical Education Specialism (Level 5 Certificate)

A a bespoke primary school physical education qualification is available for primary school staff.

What is the qualification?

A bespoke primary school physical education qualification for primary ‘school staff’ (PE Coordinators, teachers and/ or teaching assistants with a sporting bias) developed by the Association for Physical Education (AfPE) and Sports Leaders UK.

Please note: Due to the pitch of the course (Level 5; equivalent to foundation degree) and the nature of the content this course is predominantly targeting current practitioners, preferably with QTS status.

Why?

Much has been stated about the importance of the current physical education and school sport premium funding and the ability of schools to, not only evidence actions, but also show impact. This qualification is an ideal vehicle for demonstrating an investment in the improvement of teaching in physical education as well as upskilling current staff.

Content

The qualification enables delegates to understand the requirements of the primary school physical education curriculum. They will acquire the knowledge and skills that underpin 'good or better' teaching and learning within primary school physical education. Candidates will also review and evaluate the PE, physical activity and sport programme at their host school, identifying potential ways to improve policy and practice.

Tutors/ Assessors

The tutor, Chris Jew, is an experienced physical education specialist, known and regarded across the county. His background is in the leading of Physical Education, being the leader of a School Sport Partnership and a current School Games Organiser for East Shropshire. This will be his seventh year of delivery of this course.

Delivery

The average learning time for this qualification is 141 hours. This is broken down as follows:

6 days attendance at a Shropshire based delivery centre. (42 Guided Learning Hours). This is provisionally equally mapped across the three terms during the academic year 2021/22. The initial session is planned for October.
In-school development work (99 nominal hours). This will involve a series of assessment tasks to be completed by the delegate via a portfolio of evidence. There will be at least one external assessment of teaching a ‘good or better’ physical education lesson.

Commitment

School: The release of staff for 6 days throughout the academic year. The ability for SLT to support and mentor, where appropriate, allowing opportunities/ time for the delegate to apply skills and knowledge within the school day.

Delegate: An understanding of the need to meet the nominal required guided learning hours, to complete all assessment tasks and to be proactive in further developing knowledge and skills at their home school.

Costs

The total delegate cost, including course fees to Sports Leaders UK (£200), is £1300 per delegate (frozen cost from 2021-22). This covers the delivery days, internal verification and the external assessment and remote support via the course tutors/ leaders.

Certification

All delegates will be internally verified by East Shropshire Sports Partnership staff and externally verified via the awarding body and on successful completion of this qualification delegates will be able to assist and develop the raising of standards within primary school physical education teaching.

Awareness Raising

At this initial stage my aim is to continue raising awareness and to gauge potential interest from local primary schools in Telford & Wrekin as we look to recruit for the seventh year of delivery. Feedback from current delegates is that the course is both demanding and challenging yet on completion allows for a step change in the delivery of high quality PE.

Postponement of the virtual school young person’s conference

Just a quick reminder to settings of previously invited pupils in Years 7,8 and 9 who are looked after children to Telford and Wrekin, that the Virtual School Young Persons Conference planned to take place on 30 April 2021 has been rescheduled and will now take place in the Autumn Term.

The New Model Music Curriculum - Primary Music Network Meeting

The government has published the long-awaited Model Music Curriculum, which provides guidance to teachers on ways to deliver the English National Curriculum for the subject. Recommending that every pupil from Year 1 to Year 9 receive at least an hour of music every week, the document, Teaching music in schools, demonstrates the government’s support for the teaching of this subject in schools.

The publication follows two years of development work and consultation, involving an Expert Panel representing a broad cross-section of the Music Education sector. The next Primary Music Network meeting, on 6 May 2021, will look at key points of this document, to help colleagues to understand what it means for their school.
