Dear Colleagues

We have reached the end of another busy half term and I just wanted to say a big thank you to you all for your continued hard work and provide you with a few updates from me from across our broader Children’s Services.

We recently held Foster Care Fortnight – I am sure you will agree with me when I say how highly regarded our foster carers are in Telford and Wrekin. They certainly deserve to be recognised for all the brilliant work they do.

Monday this week saw the launch of Telford and Wrekin's 'Best Start for Life' booklet, at Telford Town Park Visitor Centre. The launch of the 'Best Start for Life' one-stop booklet is part of the council’s Family Hubs programme, which will be delivered in the borough over the next two years through a Department of Education grant. There is more about this below.

Before signing off, I would like to reiterate my thanks to each and every one of you for the enthusiasm with which you carry out your work. It really does make a difference to the children and young people across the borough.

Council helps all children in Telford & Wrekin to get the best start for life

Telford & Wrekin Council has launched the “Best Start for Life” one-stop booklet to offer families in the borough information and advice about the first two years of their babies’ lives. The “Best Start for Life” booklet launch took place on Monday, 22 May 2023 at Telford Town Park Visitor Centre.

A high number of parents and carers of children aged 0-2 years old as well as those expecting a baby came to talk to the council’s Public Health team and local Early Years support groups and other providers about the help and assistance available in Telford and Wrekin during a baby’s first two years of life.

The “Best Start for Life” booklet is available for download from the council's website.

People can also request a printed copy of the booklet to be delivered to their home by emailing telfordfamilyhubs@telford.gov.uk.

The launch of the “Best Start for Life” one-stop booklet is part of the council’s Family Hubs programme, which will be delivered in the borough over the next two years supported through a Department of Education grant.

Cllr Kelly Middleton (Lab), Cabinet Member for Healthy, Safer & Stronger Communities and Partnerships said: “We know that the first 1,001 days of a child’s life are crucial for their development and wellbeing and can have a significant impact on their future. We want to provide every child in Telford and Wrekin with the best possible start in life. With the launch of the “Best Start for Life” one-stop booklet is a step towards this, by helping to improve health outcomes and the quality of life for all babies in our borough. "

Cllr Shirley Reynolds (Lab), Cabinet Member for Early Years, Children and Young People said: “The launch of the “Best Start for Life” booklet marks the start of our “Family Hubs” programme. From this summer, we are planning to roll out the first Family Hubs in the borough, one-stop centres that provide a range of family services aimed at assisting families in overcoming challenges and building strong relationships with children and young people aged 0-19 (25, if they have special educational needs and disabilities). Family Hubs services will support new parents with infant feeding, emotional wellbeing, healthy lifestyles and many other services.

“Family Hubs will help to improve children and young people’s overall wellbeing and mental health, reduce family poverty and lead to lower crime, unemployment and many other positive outcomes in our borough.”

Council Leader visits St Lawrence C of E Primary School

An update from Cllr Shaun Davies:

What a pleasure it was to spend time in Preston on the Weald Moors recently visiting Key Stage 1 and 2 children at St Lawrence C of E Primary School.

When it comes to question-and-answer time the children never fail to make me smile and this visit did not disappoint!

Some brilliant points were raised about planting trees and how the council look after streets and roads in the borough. We chatted about similarities between the school council and the local council and the children told me about their brilliant fundraising ideas for their new wellbeing shed.

Every single question was really important to help our young people understand more about the real-life behind our council services.

I have no doubt that there were some aspiring councillors in the audience too!

Kids for £1 activities back for May half term

With the brighter, warmer weather hopefully on the way families wanting to make the most of the outdoors can hire a bike and helmet for just £1 from Telford Bike Hub in Telford Town Park. Adventure golf and disc golf are all back open for the season too.

Councillor Shaun Davies (Lab) Leader of Telford & Wrekin Council said: “We are in a cost of living crisis where our residents are struggling with the basics like paying for gas, electricity and their weekly food shopping without having to fund expensive school holiday activities. That’s why we will continue to offer our one-pound holiday sessions both this half term and with a bumper edition on the way for the six weeks holiday. Back in February over 1,000 residents took part so we know they are making a huge difference too.”

Councillor Carolyn Healy (Lab) Cabinet member for climate action, green spaces, heritage and leisure commented: “We are delighted to offer families yet another action-packed timetable of activities for this upcoming half term. Our ‘Kids For a Quid’ holiday programme has become a staple in many families diaries with indoor and outdoor activities 7 days a week. Family days out can be expensive but our one-pound sessions allow residents to stay local, stick to a budget and keep the young ones busy and active when they are off school.”

Many of these activities are also part of the council’s 10 by 10 programme which offers all children ten activities they should try before they are ten years old.

Residents will need a Telford Loyalty Card to book sessions. Activities can be booked 7 days in advance (with the exception of swimming) to help ensure you get your guaranteed slots.

Reduced price entry to Attingham Park: Offer extended

Parents have now signed up more than 1,350 children on the 10 by 10 website. A noticeable increase has occurred since the Attingham Park offer was launched. Families who have a child with a 10 by 10 account can still visit Attingham Park for a reduced price until the newly extended date of Friday, 31 March 2023. The reduced tickets will be £5 per adult and £2.50 per child.

Your help in communicating this offer to parents has been pivotal.

Please share this letter, detailing the extended offer, directly with parents via your usual communication channels (e.g. email, text, Class Dojo etc.).

It has been great to see people taking up this offer to the museum and gallery at this Heritage site.

It has also been great to see that 500 children have started their free swimming lesson journey as a part of 10 by 10 in Telford & Wrekin. The free swimming lessons are for children living in the borough aged between five and ten years who are unable to swim ten meters on their front and back. Each child is eligible for a free block of lessons. Parents interested in learning more about the offer can visit the Telford & Wrekin Leisure website.

Rarely Exclusion: New guidance for schools

Available to download is the final version of the new suspensions and exclusions guidance for all Telford & Wrekin schools and academies. The purpose of this guidance is to build on the statutory guidance which was published by the DfE for September 2022 implementation, to exemplify how we are working together across the borough to reduce suspensions and exclusions and put support in place to meet the needs of young people. Locally, we are calling this ‘Rarely Exclusion’.

SENCo Network Meeting – Thursday 8 June 2023

School Travel Assistance – please apply before 30 June 2023!

Telford & Wrekin Council looks to parents and carers to make arrangements for their (child)ren and young people to travel safely to their allocated school and/or post 16 provider, where possible.

If you are unable to transport your child or young person and if you meet the eligibility criteria listed on the council’s website, the council can provide travel assistance.

If you are applying for your travel assistance from September 2023, all applications must be received by the council by 30 June 2023. Applications received after this date cannot guarantee that travel training or travel assistance will be in place for the start of the new term.

When will travel arrangements be in place?
The council will aim to put travel arrangements in place as soon as possible, however, they can only start this process after 30 June 2023, once all applications are received. Please submit your application as soon as possible.

Do I need to re-apply?
You will only need to re-apply in the following circumstances:

If you have moved house since you initially applied or your child is moving school, as your eligibility could have changed.
Parents/carers for children over the age of 16 must re-apply for assisted travel every academic year. View information on how to re-apply online for home to school travel assistance.

How to apply:
You can submit your application on the council's new website and transport platform which has been developed based on feedback received from parents and carers over the last year.

In order to submit an application, you will be required to create a new account online. If you already have an email address registered with the council, please use this email when creating an account, this will help the council to link your existing travel assistance arrangements with your new account.

Once you have created an account and submitted your application, you will receive regular notifications on your application progress, you can log on at any point to see the progress. If you need support in creating a new account, please call 01952 384545 (Monday to Friday, 7.15am-5pm).

SOS+ criminal exploitation training for education professionals

This course is being provided to schools in Telford & Wrekin free of charge and is being led by St Giles Education Trust in partnership with the Education Safeguarding Team.

There is no limit to the number of delegates from each school.

The next session will take place on Thursday 8 June 8 2023 – 4pm to 5.30pm.

The session will consist of a 60 minute presentation, followed by a 30-minute Q&A session. Delegates will leave the session able to:

understand how county lines are set up
understand how young people are groomed, recruited and exploited; specifically exploring examples that involve educational settings
recognise key signs and indicators that children and young people are being exploited or at risk of county lines involvement by unpacking what this looks like within an educational setting
understand how school exclusions can increase the risk of students on the periphery
recognise how to mitigate risks practically when considering exclusions learning from successful examples
understand the perspective of an expert witness who is a survivor and/or perpetrator of a county lines operation, including how county lines operations use girls and young women
develop initial interventions and long-term strategies to prevent and reduce the risk of students of criminal exploitation, and gang and county lines involvement within educational settings

CSE site security and curriculum audits

This is an update on recommendations 32 and 35 of the Telford CSE Inquiry for all schools and colleges to help to keep you updated.

Site security
The inquiry recommendation 35 asks that all schools and colleges in Telford & Wrekin conducts an annual review to consider the adequacy of your settings site security provision. To help to achieve this recommendation, we have developed a site security self-audit form, in consultation with CSE leads. This will help you to determine the effectiveness of your site security. Thank you to all settings who have returned the site security audit. We hope this has helped to inform your site security risk assessment and enable you to identify any actions you may need to take to strengthen the security of your site further. For those who have not been able to return their site security audit by 30 March 2023, we would ask that you do so as soon as possible.

Curriculum
For your information recommendation 32 states:
All schools and colleges to review and refresh training around CSE.

Where this is not already happening, all schools and colleges, in association with the Council, should:

Commit to annual training of all teachers and staff in CSE awareness;
Repeat such training at least every two years;
Set out a programme of age-appropriate CSE awareness raising sessions for their pupils, whether that programme is delivered in the context of PSHE or otherwise; and

Arrange a CSE awareness raising session for parents, no less frequently than annually, in the opening months of the academic year. Where the school in question is a primary school, such CSE awareness should be aimed at pupils in Year 5 and above, or, if not felt appropriate, a letter should be sent to all parents explaining why such a programme is regarded as undesirable within the school, and enclosing written information on CSE awareness.

To help to achieve elements of this recommendation, we have developed a curriculum self-audit, in consultation with CSE leads. This will help you to determine the effectiveness of your CSE education and awareness for your learners. It asks about the conversations you have around your RSE curriculum, abuse, healthy relationships, social and emotional well-being, digital safety, and wider.

We asked that all schools and colleges complete the self-audit and return by 10 May 2023. Again, thank you to all settings who have returned this so far. For those who have not been able to return their curriculum self-audit, we would ask that you do so as soon as possible.

Virtual Sing-along

All schools are invited to take part in a free Virtual Sing-Along via Microsoft Teams on Friday 21 July 2023, 11 – 11:45am.

The Virtual Summer Sing-Along will involve schools from across Telford, Stoke and Staffordshire. This event provides a great focus for your singing during the rest of the term, but isn’t too demanding in terms of preparation.

The Sing-Along includes:

Participation in the 45-minute live Summer Sing-Along via ‘Microsoft Teams’.
Access to a Free ‘Resource Pack’ of Summer Songs for your school.

Gypsy, Roma and Traveller History Month: 1 – 30 June 2023

Gypsy, Roma and Traveller History Month is an annual celebration that takes place in June, dedicated to recognizing and celebrating the rich history, culture, and contributions of Gypsy, Roma, and Traveller communities across the United Kingdom. It serves as a platform to challenge stereotypes, promote awareness, and advocate for the rights and inclusion of these marginalized communities. Let us delve further into the significance of GRT History Month, highlighting the theme of "Weaving Journeys: Patterns of Travel Spanning Across the Past and Leading into the Future," and a call out to all institutions to do more to support the GRT community.

The event holds immense importance as it provides an opportunity to celebrate the heritage and diverse contributions of Gypsy, Roma, and Traveller communities. It aims to challenge prejudice, discrimination, and misconceptions that have historically affected these communities. By acknowledging the rich history and culture of GRT communities, we can promote understanding, foster inclusivity, and work towards creating a society that values and respects all its members.

The theme for this year's Gypsy, Roma and Traveller History Month is "Weaving Journeys: Patterns of Travel Spanning across the Past and Leading into the Future." This theme encapsulates the nomadic nature and unique experiences of Gypsy, Roma, and Traveller communities. It acknowledges their rich history of travel, the challenges faced, and the resilience displayed throughout generations.

This theme also highlights the importance of recognising the diverse journeys and narratives within the GRT community, highlighting their contributions to art, music, language, craftsmanship, and various other aspects of culture.

Gypsy, Roma and Traveller History Month serves as a powerful call to institutions to do more in supporting the GRT community. It is essential to challenge the existing biases, stereotypes, and systemic barriers that Gypsy, Roma, and Traveller individuals encounter set within our society. By actively promoting inclusive policies, implementing culturally sensitive curricula, and ensuring equal opportunities, we can create environments that foster the educational success, social inclusion, and well-being of Gypsy, Roma and Traveller children and adults alike. This call to action encourages the acknowledgment and celebration of the Gypsy, Roma and Traveller community's contributions to society, encouraging mutual respect and understanding.

World Environment Day: 5 June 2023

World Environment Day is an annual event which is celebrated on the 5 June every year. The focus this year will be looking at solutions to plastic pollution.

More than 400 million tonnes of plastic is produced every year worldwide, half of which is designed to be used only once. Of that, less than 10 per cent is recycled. An estimated 19-23 million tonnes end up in lakes, rivers and seas annually.

Microplastics – tiny plastic particles up to 5mm in diameter – find their way into food, water and air.

It is estimated that each person on the planet consumes more than 50,000 plastic particles per year –and many more if inhalation is considered. Discarded or burnt single-use plastic harms human health and biodiversity and pollutes every ecosystem from mountain tops to the ocean floor.

Plastic pollution and its detrimental impacts on health, the economy and the environment cannot be ignored. Experts, policymakers, the Government and the public need to come together to discuss and address the problem of plastic pollution.

Action must be take action to solve this crisis to save the planet

Carers Week: 6 – 12 June 2023

Carers Week is an annual campaign to raise awareness of caring, highlight the challenges unpaid carers face and recognise the contribution they make to families and communities throughout the UK. It also helps people who don't think of themselves as having caring responsibilities to identify as carers and access much-needed support.

The theme for Carers Week 2023 is ‘Make caring visible, valued and supported’, and the event will take place between 6-12 June 2023. Each day will have a different focus

We believe that unpaid carers and the challenges of caring should be recognised in all areas of life, caring should be valued and respected by everyone in our society, and carers should have access to the information and support they need, where and when they need it.

Free ‘what to expect when you’re inspected’ online Teams event

Please can you book your places for this free of charge ‘Ofsted – What to expect when you’re inspected’ event for Telford & Wrekin schools and academies. This event will take place on Microsoft Teams.

This free of charge online session will take place via Microsoft Teams from 4pm to 5.30pm, Monday 19 June 2023 and places per school are unlimited.

The Education Inspection Framework and the School Inspection Handbook set out the statutory basis for school inspections carried out under the Education Act 2005.

The session will provide an important opportunity to hear from our Senior Regional HMI, Sue Morris-King, about the inspection process and its implications for school leaders and governors, as well as to dispel some of the common misconceptions about inspection which can lead to unnecessary workload in schools.

Improving support for children missing education (DfE updates)

This is an update from the Department for Education

We want to empower local authorities, schools and others to identify and support children missing education more effectively. This is to ensure every child gets an education, wherever they live and whatever their background.

In this call for evidence, we are seeking views on:

how children missing education are identified and supported
the challenges in identifying and supporting children missing education
how to address those challenges

Children missing education are children of compulsory school age who are not registered pupils at a school and are not receiving suitable education otherwise.
